			<content:encoded><![CDATA[<p>(Sept. 3, 2010) New York State Comptroller Thomas P. DiNapoli recently announced his office completed the audit: <a href="http://www.osc.state.ny.us/localgov/audits/villages/2010/herkimer.pdf" target="_blank">Village of Herkimer – Justice Court</a>.</p>
<p>“My office’s audits of local governments improve their financial management practices,” DiNapoli said. “These audits are tools for local officials to make sure proper policies and procedures are in place to protect taxpayer dollars. The Herkimer Justice Court failed to establish internal controls over court operations to ensure the proper accounting and reporting of its financial operations. This is not acceptable. The justices’ and the board should implement policies and procedures to ensure taxpayer dollars are being used effectively and efficiently.”</p>
<p>DiNapoli’s auditors found that the court’s internal controls were not appropriately designed and were not operating effectively. DiNapoli’s auditors noted that Justice O’Donnell did not perform monthly accountability reconciliations, and his assets exceeded known liabilities by $6,967. In addition, Justice O’Donnell failed to report $5,000 in court receipts to the Justice Court Fund (JCF).</p>
<p>DiNapoli’s auditors also found that the court clerk’s duties were not adequately segregated; she was responsible for receiving moneys and maintaining court records with limited oversight. The auditors testing disclosed significant errors in recordkeeping. Further, the court clerk did not always make deposits in a timely manner, resulting in JCF reports that were not always an accurate reflection of the preceding month’s court activity.</p>

			<content:encoded><![CDATA[<p>(Herkimer, NY) A 9/11 Remembrance Ceremony will be held at Herkimer County Community College on Saturday, September 11 starting at 10:00 a.m.</p>
<p>The ceremony will be held outdoors near the main campus flagpoles located between the Library and College Center. In case of rain, the ceremony will be held in Alumni Hall, located in the College Center.</p>
<p>The ceremony will run approximately 20 minutes and will feature speakers from the community, student body and faculty.</p>
<p>The public is welcome and encouraged to attend.</p>

<p>(Verona, NY) The Madison Cortland ARC, Arc Oneida Lewis, and Herkimer ARC are pleased to be working together to offer a conference on autism this fall.</p>
<p>The conference, “A Complete Guide to Autism / Aspergers Syndrome, From relationships and making friends to emotional management and social skills,” will be offered Nov. 1 at the Turning Stone Resort in Verona, featuring Dr. Tony Attwood, a clinical psychologist from Brisbane, Australia.</p>
<p>“There are many families who are desperate for information on autism and we are pleased that we can provide this conference for them,” Lewandowski said. “The ARCs have provided hope and supports to thousands of families for many decades. No longer does an individual or a family need to feel isolated and alone. We are here to help. Together, we can unravel the mysteries of autism. I encourage everyone to attend this conference.”</p>
<p>“More and more children today are diagnosed as being on the Autism Spectrum,” said Angela Z. VanDerhoof, executive director, The Arc, Oneida Lewis. “There are also many adults who were not diagnosed in their youth but who are now recognized as being on the Spectrum. Consequently there is a great need and desire for information so we can understand and interact positively with these individuals. We are indeed fortunate to have the esteemed Dr. Tony Atwood at our conference as we seek such knowledge.”</p>
<p>Attwood has more than 30 years’ experience with individuals with autism, Asperger’s Syndrome and Pervasive Developmental Disorder (PDD). He has worked with several thousand individuals, from infants to octogenarians, people with profound disabilities to university professors.</p>
<p>Attwood works in private practice in Brisbane, but is also adjunct professor at Griffith University, Queensland. He presents workshops and training courses for parents, professionals and individuals with autism all over the world.</p>
<p>“Having Dr. Attwood, an internationally recognized expert in the field, is truly a great opportunity for individuals to learn from the very best,” said Kevin Crosley, executive director of Herkimer ARC. “The collaboration of the three agencies has opened the door for this incredible one day event. This seminar should not be missed by anyone interested in developing the tools to more adequately manage the difficulty of working, living, and caring for individuals with Autism/Asperger Syndrome. We look forward to his message and are glad that collectively we have been able to bring him to Upstate New York for the benefit of many.”</p>

			<content:encoded><![CDATA[<p>Herkimer, NY—Herkimer County Community College Assistant Professor of English Lisa Elwood-Farber received a grant to attend a summer workshop sponsored by the National Endowment for the Humanities. She participated in a workshop entitled “Plymouth, Massachusetts: Landmark of Pilgrims and Wampanoag Indians.”</p>
<p>Elwood-Farber will give a presentation, “National Endowment for the Humanities Summer Workshop” on Thursday, September 9 at 12:30 p.m. in the McLaughlin College Center room 288. It is open to the public free of charge.</p>
<p>She is writing a paper about the Wampanoag people, specifically in regard to gender roles within the clans. “I am interested in their approach to women’s roles within the family, clan and even politics,” Elwood-Farber said.</p>

			<content:encoded><![CDATA[<p>Herkimer, NY— An agricultural fair will be held Thursday, September 9 from 11:00 am to 2:00 pm at Herkimer County Community College in the Robert McLaughlin College Center. The fair will feature local farms and agricultural businesses, as well as the Herkimer County Dairy Princess and her court, in an effort to share information about the industry.</p>
<p>The event is organized by HCCC senior Jordanna Dodge, of Schuyler, as an honors program project, and co-sponsored by the Student Activities Office. The event is free and open to the public.</p>
<p>“The goal of the agricultural fair is to create awareness for students and community members as to where their food comes from, and to provide information about the businesses that make up the leading industry in Herkimer County,” said Dodge. “The participating vendors have a wonderful passion for what they do, and are interested in sharing their experience and love for agriculture with others.”</p>
<p>Opportunities are still available, free of charge, for individuals and businesses interested in participating in the fair as exhibitors or vendors.</p>

<p>*Wed., September 15 from 4 p.m. to 6 p.m. at Hamilton Library, 13 Broad St., Hamilton</p>
<p>*Wed., September 15 from 6 p.m. to 8 p.m. at Middleville Library, 1 S. Main St., Middleville</p>
<p>*Mon., September 20 from 1 p.m. to 3 p.m. at Basloe Library, 245 N. Main St., Herkimer</p>
<p>The sessions familiarize prospective family and group family child care providers with New York State child care regulations and application process, as well as grant opportunities and other resources offered by the Child Care Council.</p>
<p>According to New York State law, individuals who care for more than two children not related to them, outside of the child’s home, for over three hours a day, are required to be state certified to provide care.</p>
<p>Informational sessions are free and open to the public, however, pre-registration is required. To register for an informational session, or for more information, contact the Child Care Council at (315) 223-7850.</p>

			<content:encoded><![CDATA[<p>(Herkimer, NY – Aug. 31, 2010) -  State Police Bureau of Criminal Investigation in Herkimer arrested 28 year-old, David R. May, of 330 Eureka Ave. Herkimer for Burglary in the Third Degree.</p>
<p>May was arrested after an investigation into a forced entry burglary to Donna&#8217;s Diner on Route 5 in the Town of Herkimer, which occurred on July 20, 2010 at approximately 2:30 AM.</p>
<p>May was arraigned before Town of German Flatts Town Justice Gary Norman and was remanded to the Herkimer County Correctional Facility in lieu of $25,000 cash bail or $50,000 bond.</p>
<p>May, who is currently on Parole for a previous burglary conviction, is scheduled to appear at a later date for further court action.</p>
<p>State Police were assisted by NY State Parole Officers Richard Mathews and Jeff Stewart.</p>

<p>Herkimer, NY— The Herkimer County College Foundation is seeking artists and craftspersons for the 34th Herkimer County Arts &amp; Crafts Fair, to be held November 13 &amp; 14, 2010 at Herkimer County Community College.</p>
<p>The juried show is one of the largest in Central New York and is the Mohawk Valley’s premier arts and crafts event. Open categories include but are not limited to folk art, glasswork, leather, paper, gourmet and specialty foods, bakery items, dried floral, photography, graphic arts, oil/watercolor, toys, soaps, wood furniture, metal, sculpture, textiles, weaving, basketry and more. Entries of contemporary, traditional, unique and eclectic artwork and crafts are encouraged.</p>

<p>The Fair offers on-site vendor parking and food service, and is handicapped accessible, with easy access off the NY State Thruway exit 30. The Fair runs 10 a.m.-5 p.m. Saturday and 10 a.m. — 4 p.m. Sunday on the HCCC campus.</p>
<p>The Herkimer County Arts and Crafts Fair is sponsored by the Herkimer County College Foundation, for the benefit of student scholarships at HCCC.</p>
